What is an allowance in a renovation price?
A named budget for something you have not picked yet.
Renovations are priced by scope, with allowances for anything not yet selected. Tile, fixtures, cabinets and counters are the usual ones.
Every allowance is named. You can see which numbers are firm and which will move when you choose the tile.
An allowance with no figure and no grade of material next to it is a placeholder, not a price.
